Kandahar, Afghanistan, Air Corps Regional Detachment Construction Project Awarded to TolTest

The Air Force Center for Environmental Excellence (AFCEE) has awarded TolTest, Inc., its first task order in Afghanistan to Construct and Renovate Facilities to Support Regional Detachments, Kandahar. The Cost Plus Fixed Fee project, valued at $22,699,943, was awarded March 9, 2007, under TolTest’s Heavy Engineering, Repair, and Construction (HERC) contract FA8903-06-8519, whose scope of work includes construction projects worldwide. This project is Task Order (TO) 0012.
With this project, TolTest has been tasked with construction and engineering activities for an Air Corps Regional Detachment for 400 personnel. The plans include facilities, perimeter, infrastructure, roads and sidewalks, site work, and parking at the Kandahar Air Base.
When the project is complete by the end of 2007, the Afghan National Army Air Corps in Kandahar will have new water storage and distribution systems, storm water and waste water management and distribution systems, solid waste containment and removal system, power generation capabilities and power distribution system, communications infrastructure, roads, and parking. These new systems will service a new barracks for 400 personnel, base officer’s quarters, and administration and headquarters offices. New recreational and service facilities include a gymnasium/fitness center; a running/walking trail; sports fields (soccer and volleyball) with lighting; PX facility housing a PX, barber shop, canteen, and banking center; space will be reserved for future construction of a Mosque. Support facilities being constructed under this TO include a fire station, security forces office, central laundry, perimeter security and lighting, guard towers, entry control point, warehouses, secure storage, fuel point and storage, and vehicle support facilities including a maintenance facility, motor pool, and wash bay.
